(Tôroku) Heian Ryûne (Shôhyô)
(Registered) Heian Ryûne (Trademark)

登録 商標 'Tôroku Shôhyô' (Registered Trademark)
平安龍禰 is the artist's name which is pronounced as Heian Ryûne or eventually Hirayasu Ryûne.

Forgot to mention, this mark appears on Meiji era bronze buddhist zen bell gongs (bowl shaped).
