Subject:Artist name and is this an original piece of artwork?

I would be very grateful if anyone can confirm the artist name for me please. Is it 'Huan Lou'? If so, I cannot find any information on him anywhere.

It looks like an original piece of artwork to me, but is there a way of checking to be sure?

I have posted this request before, and am hoping someone new may know and help.
