In my opinion, the three-character line tentatively looks to be composed from left to right of the characters 大日本, applied unevenly with a rubber stamp. They may be tranlisterated as "Dai Nippon" or "Dai Nihon" and translatable as "Imperial Japan". The single character over that line possibly is 余, meaning "surplus". It can also be a Japanese name, but one of our Japanese collectors will have to corroborate my speculation and tell you how it's pronounced. The decoration looks a few years this side of the traditional style, perhaps the 1930's-1940's.
