Please help to identify this print which I understand to be showing a riddled message.

What does it actually mean?

Second: Any ideas about the solution?

Third: What about the artist?

Fourth: Please an estimate of the age/period of this print.

This seems to represent places in the great fire of 1855. See a report here:

Like: Koishikawa, Komagata, Kameido = 小石川, 駒形, 亀戸
Which place would be the one that was coded with the goban and bird picture?
