Translation of ins criptions,

看雪 Kansetsu or Yukimi, Snow viewing
年方 寫 Toshikata Picture
(Mizuno Toshikata 1866-1908, ukiyo-e artist)
Seal:蕉雪 Shosetsu 
(Art name of Toshikata)

Printing on edge,
Tokyo,Nihonbashi, Muromachi 3-9
Akiyama Buemon ( Name of Editor)
March 1902 Printing
May 10th, Same year Edition

The artist is Mizuno Toshikata (水野年方 - 1866-1908) here signing 'ôju Toshikata ('Toshikata by request' and sealed 'Shôsetsu' (蕉雪).
Your print is a frontispiece for a magazine (kuchi-e), ca. 1900.

I had a further look to the colophon in the left margin. The date of publication is Meiji 31 (1898); the publisher is Akiyama Buemon (秋山武右衛門).

Thank you Guy for the right reading of year
on the colophon. With the use of a magnifying
glass I read the same 明治三十一年 (1898)and
not 三十五年.
The signature starts with 二 (in his signature
stands for 年) and continues down to form
方 .
I read the scattered last character 寫
As of the right side,
I would rather read the two characters as 看雪 than 應需.

Don't think so. The prefix 應需 - 'ōju' (to satisfy the demand/by demand), in the signature
応需年方 (ōju Toshikata) was widley in use by ukiyo-e artists during Edo ad Meiji times.
