Subject:Help identifying Asian glass item

I have an item that looks like a covered shot glass --- perhaps for medicine of liquor? Can anyone tell me what this is?

Presuming the glass fits under the taller half, this may be two pieces of a water pipe. I believe it still would require a stem and internal connections to function if I'm correct in my assumption.

There is no place for any connections. The clear glass part fits snugly under the dome. The dome has no holes. In my experience water pipes were ceramic, not glass. This looks like it is possible a covered container for liquor or an aphrodisiac. There are no markings. It is puzzling that the metal work covers part of the designs in a way that would indicate that they were made at a different time, but not as a repair.

PS My assumption is that it is Chinese because of the rounder faces versus the long faces that Edo/Meiji artists considered beautiful.

Anything else from me would be guesswork, as was it possibly being a water pipe, except that was a somewhat educated guess.
