This is my rough translation of the text,
in bad English,
朔雲暮雨易銷 New moon and evening rain easily passes
魂猶學啼粹帯 However, the soul is still remembering the pure cry,
派痕欲問隹人 Everyone wants to know the reason of the sullen mark on her face,
心上事唯顰 As a matter of heart she only knit
her brows,
眉黛更無言 and remains even more silent.
(It can be a Japanese poetry written in classical Chinese (Kanshi)
乙酉 夏日 Year of Wood Rooster
      (....1765,1825,1885...)
On a Summer Day
居山大醉 Kyozan Daisui, Great Drunkard Resident of the Mountain(s)
   ( Art Name)

Seal
鑚刷?印 Seal of Sansatsu ?
(I can't read the 3rd character. May be 閊)
I did not find any related material on the net
about the painter.
With regards,
I.Nagy

thank you so much for your precious text translation. unfortunately I can not find anything on internet on Kyozan Daisui poet. There is a Saint Kyozan though. may it be him?
The seal 鑚 刷? 印 (Sansatsu?) Is the poet or painter?
the other seal at the top right what is it?
thank you so much. this site is wonderful!

The painter and the poet are not the same person.
At the translation I failed to notice that after
the art-name of the artist (Great Drunkard resident of the Mountains) there is a character
written 題 which means "Text written by.."
That could mean that the calligrapher and the
poet of the short verse are the same, but the painter is different. So far the name of painter
is not indicated on the picture.
In this case the art-name and the partly deciphered seal are belonging to the calligrapher.
The first 4 character seal on the beginning of
text is a so called starting seal containing
the motto of the painter or calligrapher.
Still not fully deciphered. Seal reading requires time (searching in seal-dictionaries) and a lot of intuition.
In November I will be back in Japan and hopefully can find out the answer about the
calligrapher.
To find out anything in English in this case is
wasted time.
With regards,
I.Nagy
