Any help about the meaning and author of this calligraphy would be great. I was said this comes from the eighties...

Sorry about the images... I kept rotating them dozen times and it didn't succed...

Here is the reading and translation,

呂府輝煌百業旺 
文華章秀勤中成
清風麗日于山緑
大展鴻圖錦繍程
丁丑夏棠華題於仲口口
Qing (Name of Dynasty)
Lu Bu (City) is glorious and all businesses prosper here,
Chinese culture puts forth flowers in this ground,
Breeze blows in a beautiful day and the mountains are green,
Place for far reaching plans and brilliant ideas to be unfolded.
Year of Fire-Buffalo (..1817,1877,1937)
Calligraphy by Tang Hua at Zhong口口
(Last two characters,illegible)
1st seal,
盧氏印  Seal of Mr.Lu (Name of artist)
2nd seal,
棠華   Tang Hua (Art-name of artist)
3rd seal,
長樂  Changle (Endless happiness)
    (A seal with lyrics phrase)
