Gary,

I can only help you with the translation of the name, which can be in Japanese Kanji:
- In ON-reading: Shoichi 正一 Zo 造 (Made by Shoichi).
- Or in KUN-reading: Masahito 正一 Zo 造 (Made by Masahito).

But it could also be Chinese: Zhèng yī 正一 Zao 造 (Made by Zhèng yī).

So perhaps someone else can help by telling this is Japanese or Chinese porcelain.

Regards,
Martin.

Dear Michael and Gary

With some hesitation I would classify this as Japanese, if only because of the circle painted in the foot around the crease, which I believe is typically Japanese.
