Subject:Japan folkware, is all considered Mingei?

This item I have found in the kitchen cabinet and we can’t remember when and where we got it. I think it is Japanese folkware, maybe from a small island. The cobalt color looks like some of the cobalt on some of my other Japanese things, like Meiji Akae-Imari and somewhat later geisha wares with the heavy cobalt. This is my last questionable piece, everything else seems to be catalogued accordingly. Thank you all so much for all the help and the knowledge provided. I just want to ask is this Japanese, is all folkware considered Mingei, am I correct in dating this as late 20th-early 21st century? In advance, I thank you very much for information
