Hello, i need help to identify the artist of this scroll painting, any other information would help a lot, thanks!

The signature reads;

常祐  Tsunesuke or Jouyou
Seal;
胡   Ebisu or Ko (possibly art name)

I could not find the name in five Japanese painters-name dictionaries, either on the web.

Not I. Nagy but this looks like a perfectly genuine Japanese painting, though it isn't in the best condition. Edo period I would think, but others are more knowledgeable about Japanese painting than me.
