Your print was designed by Takahashi Shotei, sometime after the 1923 earthquake and before the publisher's (Watanabe Shozaburo) 1936 catalog. The seal reads "Hiroaki" which was an art name used by Shotei. The title (just above and to the right of the seal) reads literally "Fifth Month Rain" or "May Rain". However, in Watanabe's 1936 catalog, this print (#512) is titled "Flower-Seller on a Rainy Day". In the Ota-Ku Exhibition catalog from 2005, where it is listed as #251, it is titled "Early Summer Rain".
