Subject:Nephrit(?) seal container - What is inscribed?

On behalf of my brother I would like to know what is inscribed on this seal box. The seal inscription is identical with the information on the cover. I assume that the bottom mark is most likely a name with a three year anniversary?? Where was it presumably carved? Material?

In my interpretation the reading of text on the seal:
国際海協動款令
潘美英 
In accordance with the clause of International
Maritime Convention
潘美英  Pan Anglo-American
In modern Chinese the "Pan" is written with character ”汎” - but 100 years ago
could have been written with "潘")
Bottom inscription,
民国三年  3rd Year of Republic (1914)

Thank you very much for your effort which resulted in the exact dating of the box. Now I have learned that 民国 means(Republic of)China i.e. Taiwan which was proclaimed in 1912. The historical background of the "Convention" remains to be clarified.
