The picture depicts Bodhidharma, the transmitter of
Chan (Zen) Buddhism to China (5th or 6th C.AD)
Inscription,
乾气含吐 Inhaling and exhaling dry air
己未冬至 Year of Earth-Sheep (...1979) Midwinter
暁泉 印法 Xiao Chuan Yinfa (Name of Buddhist Monk)
The seals read the same.
(There is a possibility that the calligrapher monk
was Japanese, in this case the reading is,
Gyosen Inpo)

With regards,
I.Nagy

Not Confucius but Daruma, the Indian monk who introduced Buddhism to China and Japan.

I think the inscription reads something like "a dry river can't spit".

It appears to be dated Winter 1979.

The seals are modern, in that the characters are arranged in an unorthodox manner, reading left to right rather than the more traditional right to left reading.

The artist's name (or pen-name) is Xiao Quan 曉泉
