The mark is shown upside down, but reads: Eiwa 栄和 Kinsei 謹製 (Humbly? made by Eiwa). I include a picture with 2 similar marks.
I came across several possible translations of Kinsei: humbly made, carefully made, respectfully made or quality product (see: Wiktionary).
Eiwa Kinsei is generally export porcelain. It appears to have been exported between the mid to late 1950's-1980's. The most widely seen red mark with block script is from the 1970's on. I could not found more about the maker / company.
Since Eiwa items are fairly new and still plenty in circulation, I guess the value is negligible.
