From the label, it looks like they send you the Hiroshige print and a current picture/photo of the matching station every month. Actually, I'd be interested to see the current locations compared to the prints.
I can't tell for sure when your print was made, but I'd guess that this was a promotion in the mid 1900s. My guess is based on the phone number, which (to me) appears to predate the current international phone system.
