I can get all of the larger cursive script in the bolder title, which says "Taigong is Fishing (Tai gong diao yu - 太公釣魚). Standing alone. it could be taken to mean "Great Grandfather is fishing", but it actually is Chinese idiom that refers to the saying, "Jiang Ziya is fishing, if you want to take the hook" Jiang zi ya diao​ yu​, yuan​ zhe ​shang ​gou​ - 薑子牙釣魚, 願者上鉤). I've downloaded a link here to my Wikipedia.org source, which will explain the story of this fisherman/sage from the 11th century BC much better than I might.

Nice looking plaque, as far as can be seen. The start of the third line above the seals is too grassy, but the rest attributes the painting to Wang Qi at Zhushan a.k.a. Jingdezhen.
