Chinese Artist. Possible reading:

1. Black ink says "Jade River" [玉河] (name of town?)
2. The red seal reads "Lee Feng" or "Li Feng", [李峰].

Searches using English or Chinese text will yield different results.

There is an artist by the same name, born 1977; but if you purchased this painting 20 years ago, he may be too young?

Keyword: Li Feng, Lee Feng, 李峰

URL Title :1977 Lee Feng 李峰

Here it is.

Chinese Artist: Sun Yu-he (孙玉河)

"Jade River" [玉河] turns out to be the artist's name after all. Good luck.

URL Title :Sun Yu He (sample work for comparison)

nice work. I was wondering how you got "Li" out of the seal.
