Spotting on Cloisonne

Hello new to the Fourm, I hope someone can help me with a question on construction of a enameled object. I have several Chinese enameled diamond shaped insignias that were produced in the mid 1930's. These are painted yellow, blue and white on a coppery brass plate. On each one, small black flakes appear spotted over the plates painted surfaces. The white painted plate having the most spotting while the blue the least. Here is the yellow. What causes the spotting and is this common with Chinese cloisonne of this period. Thank you.
