Traditionally, Chinese paintings are mounted by first backing them with a thick paper, and then frequently with silk borders pasted around on all sides. Your picture appears to be printed on a white sheet of paper and then bordered with a blue strip of paper. Here's a youtube video about the traditional mounting process.
