I believe the bird probably is a pheasant instead of peacock, based on the crest and color pattern. The mark reads down in the first stack on the right as "Great Japan". The first two characters in the second stack are the artist's name, followed by the character meaning "done by". Almost all of the replies I got back on the name gave a choice of two possible transliterations of the 一光 characters, either "ikko" or "Kazumitsu". Perhaps one of our Japanese savants can be more definitive.

Below are the range of translaterations that apply to this combination, with (f) for female, (g) for unclassified names and (s) for surnames:

一光【いっこう】 (f) Ikkou 【かずみつ】 (g) Kazumitsu 【かずてる】 (g) Kazuteru 【いかり】 (s) Ikari 【いちこう】 (g) Ichikou 【いちみつ】 (g) Ichimitsu 【いつみ】 (f) Itsumi 【ひとみ】 (f) Hitomi
