The mark is Qian Long Nian Zhi, or made during the Qiang Long emperor during the Qing dynasty. However this piece is definitely made no earlier than during the start of China republic era. Personally I like the design. In the past Chinese scholars and literati very much adore these type of "mini" vase. They placed on top of a intricate carving wooden stand next to their desk, they look at it to relax their eyes and occassionally holding it and sort of play with it to break the monotonous of their studies or writings.
