Probably USA made. Is standard 'Hitchcock chair' style, decorated either as Chinoiserie or Japonism. While could have been made as early as middle 19th century, many reproductions (more or less) of antique items were made in 1930s to 1950s. Do internet search for 'Wallace Nutting' for examples.

Hitchcock chairs were painted in many styles. Have not myself seen one with this style, but then the chair itself could have been made decades before repainted.

Would take American furniture expert hands-on view of construction to tell for sure when made.

Good luck,
Cal
