The two calligraphic characters may be read downward in Mandarin as the Chinese name Xiang Dong. The red seal says the same but from right to left.

Interestingly, the name has some literal possibilities that are relevant to the painting's subject matter. 'Xiang Dong' in its most literal sense can mean 'Facing (or looking toward) the East', but 'Dong' (East) has other meanings, including 'Landlord' and 'Partner'. Thus the two characters can be read as a tacit reference to the two birds (symbols of happy marriage) exchanging glances in their moment of reunion.

The painting style, especially the blocked background, is a late 20th century technique in my opinion.
