Buddha Figure Nepal - Tibet - China?

I had posted this figure some time ago in the forum, but there were no responses at all, so I give it a try here again. It is quite small, about 11 cm, and made of copper or some copper alloy. The ornaments on the robe seem to be carved into the surface, and the body of the Buddha is gilded, while the face and the hair seem to be painted. I think it depicts Ratnasambhava. Could anyone tell me if it is an old piece or just a souvenir or something like that? and is it possible to determine where it was made? The quality of the work seems not too high to me.
