You'll get a lot of responses, as this is an EASY to identify artist.

Kawase Hasui (1883-1957). Considered a National Treasure in Japan, he is world reknown as a landscape woodblock print artist of the ShinHanga movement.

Your print is titled, Shinigawa, Tokyo and was first printed in 1931.

This is a later re-print. The seal in the lower irght corner is a Watanabe publisher seal. If it measures 6mm, then it was likely printed in the 1940-50's. If it is larger, then it is likely a 1970-80's re-print.
