No. Jian Ding is a certified export approval seal and has nothing to do with Jiaqing.

Under Chinese cultural preservation laws, it is unlawful to export ANY Chinese antiques, relics, art, artifacts, etc made prior to 1911. The only "antiques" that can be legally exported are post 1911 made.

The Jian Ding on your piece means it was inspected in China and approved for export, meaning the item was made post 1911, the end of Qing dynasty era, the beginning of PRC.
