During the Kangxi period, the Jingdezhen kilns experienced problems as they tried to mold lighter porcelain. The glaze at the edge of the rim tended to thin out too much when firing, producing frits and skips, which revealed areas of naked biscuit. Your first photo shows apparent examles of this production problem at about seven o'clock on the edge of the rim. Here are images of another Kangxi plate with Chenghua mark that suffered from the same issue. It is molded similarly to yours to the extent that it has a foliated rim too.
