Not from these photos. Are you able to take a clear photo of the seal impression? That's likely to be the only data on the artist's actual name; the inscription seems to be a pen name and I see no entries in my references to anyone using the characters I think it may be 玉轩

The dating is going to be vague without biographical clues about the artist; this could have been done anywhere between "in recent years" up to a couple hundred years ago. The mounting implies that it is recent, perhaps knocked out for the tourist market. However, the use the artist has made of the round painting surface in his mountain composition implies that it was painted with more thought than such works ordinarily receive.
