Japanese painting of Samurai EDO period - Artist? Mon ID? Date?

I could use some help, please.

This Japanese scroll painting has unfortunately been mounted to board and acid has browned the silk. However, the artistry seems to be very nicely done with some fine detail to the armor and clothing of each samurai.

There seems to be a date of 70....70th year of a particular reign? Also, there is a signature, but of what artist I do not know.

The samurai riding a horse with his back to the viewer has a mon crest of the Tomoe family (futatsudomoe). The samurai riding a horse facing the viewer has what look like a bird crest, but I have not been able to identify it. Any thoughts?

I do note that his helmet has a dragon, so I am wondering if this is a clan serving directly under the emperor during the Edo period.
