Transliteration:

1.(xx) Namah* s'ri-di-pan^kara buddha-ya. s'rostu sam*vat .973 .mti Vais'a-s*a s'ukla tr*ti-ya-yam* tithau. xxxxxxx(va-ra) thvas*unuya- dinasa da-napati nepalama n*d*ala ka-ntipuri- maha-nagara, a,s'vakaman*d*apastha-na, jadhum*ks*aya- ,tula-dhara,(s'aha ?) bha-juvantasim*ha, bha-judi-nasim*ha, cikidhi,durmasim*ha a-dipana
2.(sapa)riva-ra mham* (33)saya-m* ,manasa, ati dharmmacitta utpatti juya-o, (asi)putraya- hetu xxx triya- xx xx xxx xx xxx x dhunaka-o, dva-parayugaya-, pan~ja-da-na viyaya-ta thugu, s'ri- 3 di-pam*kala tatha-gataya- pratibhara-d*a . cocaka-o. pratis*t*ha-karmma ya-n^a-o . taya- julo ..thugu pun*yana. jagatsam*sa-ra. uddha-ra juya ma-lo .s'ubham*.

Translation:

[success] . Salutation to Venerable Dipankara Buddha . Be better . In the date of Nepal Era 973 (AD 1853), in a (x) day, in th third lunar day of bright fortnight of Vaishakh (April-May), in this day the donor Tuladhar Bhajuvantasinha, with his family, of Jadhunche in Ashokamandapasthan of Nepalmandal Kantipur Mahanagar kept consecrating having made written the "Pratibharada" of thrice venerable Dipankar Tathagata. This was made for giving Pancadana (five gifts) of Dvaparayuga ( Shravan krishna 13/August-September) by the family of Bhajuvantasinha Tuladhar with Bhajudinasinha, Cikidhi, Durmasinha etc. altogether (?) persons, having arisen virtues very much in their mind for having son (?) completing after (the ritual) . .. May have prosperity of the world with (the performance of ) this virtue. (May it be) good.

This pat*a of NS 942(AD 1822) gives no name of the diety in the inscription. Only devotees names are given-5 male and 4 female. The image in dancing posture with Naravahana (man-vehicle) seems to be any Yogini. There are four famous Yoginis in kathmandu valley, namely, Khadgayogini, Vajrayogini, Vijayesvari(vidhyadhari) and Vajravarahi.
This may be any one of them.
