I am not entirely certain, but as an African-Brazilian Japanese student (currently in the early stages of Mandarin studies), the phrase 春游人朋 - 辛未年写 (chūn yóu rén péng - xīn wèi nián xiě) strikes me as:
"Spring Outing with Friends — Painted in the Year of Xinwei (1991)." - "Xinwei" also could mean 1931, but the general features of the painting appear to be more recent. And to finish, just a curiosity, the standard term for "friends" is 友人 (yǒu rén) or 朋友 (péng yǒu), but I assumed that the 人朋 rén péng must be a poetic or ancient form to say the same thing.
