Any help identify artist and translating the text would be very helpful

Sorry, because it's quite difficult to me as an african-brazilian that is a humble japanese language student to understand mandarin inscription.
Since nobody answar your question, I must say, it seams to me a Daoist, Buddhist, or esoteric inscription: 丁口长生口多二者 小刀言施
is kind of a wish for longevity or health for family members and ceremonial object (ritual donation,) will provide purification. 買壽情好法代 the dharma transmission will get you longevity and goodwill.

I hope someone with more knowledge could help you more from there on.

not the easiest. the only indication of artist's name seems to be in the last column, but seems only to be a given name or an art name. The leisure seal doesn't add much information I think; this person may not be identifiable. Seems that the painting was done in Xian though given the mentions to 長安
