Subject:cartouche in hokusai print

The yellow cartouche in print 53 Kusatsu of the 1906 edition of the Tokaido Road by Hokusai reads 和中散.
Maybe something like WACHUSAN...
Can you read it and tell me if it is the name of an inn or of the publishing house of the series, or of a place near Kusatsu?

Yellow signboard,
本家 - Honke - Original
和中散 - Wachūsan

A household herbal medicine from the Edo period. It was a powdered mixture of loquat leaves, cinnamon twigs, cinnabar, fragrants and licorice. Taken for heatstroke, dizziness, cold etc.

With regards,
