I Nagy has much more practice with Japanese scripts than I do so I defer to him, but it appears that the inscription is signed by the artist using one art name derived from the Chinese self-deprecating practice (or affectation) of calling oneself "xyz man of the mountains", e.g. a Daoist rustic. The seal uses a different art name.

In Japanese parlance, it is said that "even a pig will climb up a tree if flattered" (Buta mo
odatereba ki ni noboru)

Inscription in my reading and rough translation.
妖夢覺來恨其前
寒之清邉夢離郁
黄泉山人 題
Awoke from an evil dream, resenting what came before
At the colds clear border the dream parts from melancholy
Inscripton by Omiyamabito - Hermit of the Yellow Springs (nether world) - pseudonym
Seal,
蕩々蓊 Tōtō-tō - ca. Vast luxuriant vegetation - leisure seal

Unidentifiable artist.

Thank you very much for your help. For those of us without the benefit of a classical East Asian education these scrolls are a challenge. If one can’t figure out what the characters are, even a program like Pleco can’t help. Trying to understand the text and identity the painter is an adventure. The thrill of the chase is enlivening. The satisfaction of finding the answer is elusive.

I. Nagy has done all the hard work here, but perhaps an alternative for the leisure seal might be: 蕩々翁, as in the self-deprecatory "a dissipated/washed up old man"
