I'm pretty sure this is an opera painting similar to Dong Chensheng.

Can anyone help by translating the artist seal and calligraphy.

Seal,
章華　　　　Zhang Hua as surname and given name
or Zhanghua as pseudonym

I don't think it is the work of the famous landscape painter Zhang Hua, born in 1941.
Definitely not Dong Chensheng.

Stupid question

Could it be 1945 rather than 2005?

Ignoring stylistic differences, the inscriptions use the abbreviated forms introduced after the 1950s.
E.g.
杨門　　instead of 楊門
京剧　　instead of 京劇
白蛇传　instead of 白蛇傳

your other picture is by the same artist, same year, but depicts characters from the "Legend of the White Snake" opera instead. Not sure if the latter is simply faded by sunlight or whether its uniformity suggests one or both are prints rather than originals. Both are 2005 rather than 1945 (based primarily on painting and calligraphic style)
