I want to identify the artist and/or period.

It is a painting with calligraphy (characters) and seals. Would you be able to translate the characters/seals, advise any artist whom this work may have attributed to and the period(60-year cycle)?

Finally, is this Japanese or Chinese?

Reading and my rough translation of inscriptions.
