That's right. This artwork appears to be a Toba-e cartoon, similar to those associated with lesser-known works by Utagawa Hiroshige from the 1830s–1840s.

However, this particular cartoon seems to be by a different artist, not Hiroshige.
Regarding the translation, it’s a bit tricky:
東雲羽行細 (Shinonome Ugyōsai) might be the artist’s pseudonym.But I never heard about it so it could be my broken japanese again
The third line likely reads 人を待つと (hito o matsu to), meaning "waiting for someone."
I brought this "first steps" to your quest since I saw nobody answared you for the last 15 days or so.
But I’m afraid I can’t offer much more insight — I’m still a novice when it comes to cursive kanji (though I find them fascinating!). Perhaps Mr. Nagy could assist you further.
