Dear Francis Minvielle,

That's right. This artwork appears to be a Toba-e cartoon, similar to those associated with lesser-known works by Utagawa Hiroshige from the 1830s–1840s.

For reference, you can explore Hiroshige’s historical series here:

https://www.hiroshige.org.uk/Historical_Series/Historical_Series.htm#Chushingura_B

Unfortunately, the Boston Museum’s website collection search is currently unavailable, but you can find related material via this Google search:

However, this particular cartoon seems to be by a different artist, not Hiroshige.

Regarding the translation, it’s a bit tricky:

東雲羽行細 (Shinonome Ugyōsai) might be the artist’s pseudonym. But I never heard about it so it could be my broken japanese again

The third line likely reads 人を待つと (hito o matsu to), meaning "waiting for someone."

I brought this "first steps" to your quest since I saw nobody answared you for the last 15 days or so.

But I’m afraid I can’t offer much more insight — I’m still a novice when it comes to cursive kanji (though I find them fascinating!). Perhaps Mr. Nagy could assist you further.

Wishing you a pleasant weekend!
Best regards,
Renato
