Subject:cartouches in unknown japanese print to read

This print is attributed to Hokusai and to other less known artist...
Can you help read the small yellow cartouche and the large one, under Kusatsu?
What vegetable could the lady be chopping?

To Ōtsu 3 Ri and half and 6 Chō (ca. 4.5 km) 
Village of Mekawa

The vegetable chopped by the woman is called Shungiku 春菊 "Spring chrysanthemum", it is used in Nabe-ryōri or drizzled with soy sauce and sezame seeds as a side dish.
