Luo Su 羅宿　is correct.
According to the attached link, he sometimes used the Luo Sushi 羅宿氏 "Master Luo Su" signature. Here he is signed only as Luo Su.

At first glance, I would have said yes. According to Tommy Eklöf, straw hats were particularly common between 1900 and the 1930s. However, there are a few things that give me pause for thought. For example, the headwear typical of the period is missing, and many of the typical facial features are either absent or only present in a modified form. Above all, I am bothered by the texture of the porcelain. I have been seeing this type of uneven ‘orange peel’ under the glaze more often lately on internet platforms such as Catawiki, mostly on pieces that somehow seem out of date to me. If anyone has more information on this, I would appreciate hearing from you. I recently saw a vase online that was also incredibly meticulously decorated, also with orange peel under the glaze. Here, too, something was wrong with the faces in the end.

The enamels are watery and thinly applied on the apparel items, yet the composition as a whole is rendered completely with nothing missing or dashed off, an aspect of workshop piece production that's often seen on these.
