Some characters in the right row are missing their right sides.
It reads,
祈念大良xxx大日祈町内安全仍
于卯二月初午日 大僧都觀正法印謹白
The text says that a Buddhist priest named Kanshō on the first Horse Day of February in the Year of the Year Rabbit* (1873)
prayed for the safety of the Yoshiwara neighbourhood.

* This print was published in 1874. The previous year was a Water-Rabbit year.

Central inscription.
あうき屋 Ōgiya (扇屋)

Alternative kanas are shown in their present day forms.

With regards,
I.Nagy
