Subject:Polar bears 北極 and destroyed dreams ぐまだと わたしのゆめを

I can make out a few lines of Okakura Yoshisaburō's commentary on Ito Chuta's attached sketch titled So-Called Fierce Battle Between Two Armies which shows caricatures of allies Germany and Austria and allies Russia and France posturing (rather than actually fighting), but not enough to make sense of it. Would appreciate a transcription of his comments on the sketch. With thanks. Also, he is using a pen name 吳岸 (Chinese: Wu An?) which I can't find any reference to online. Any idea of how to romanize this? With thanks.

My reading and interpretation,

かひな合 


おごるカイゼル 程なく負けて
降参せうやと
コン かいな


北極くまだと
おどしの御手をホルド アップで
ドン かいな

Ogoru kaizeru hodo naku makete
kosan seyou to
kon kaina*

Hidari,
Hokkyoku-kuma da to
odoshi no o-te wo horudo appu de
don kaina*

Meeting of upper arms

Right

Kaiser who is proud of himself soon loses and rises his hands to surrender
Come quickly

Left

The polar bear holding up his threatening hands
Don't come quickly
