天網恢々疎不漏
尚逸玄洋呑舟魚
丹石學人
The heavenly net is vast and wide, sparse yet leaves nothing out.
Still, the great mysterious ocean swallows boats and fish.
Tanseki-gakunin
哭聲未息欧西野
戦後山河幾夕陽
幹明生
The cries have not yet ceased in the western fields of Europe
How many time have the sun set over the mountains and rivers since the war
Kanmei-sei
1、The signature can be read as Tanseki-gakujin (丹石學人) instead of Tanseki-kyakujin (丹石客人)
2, 石川幹明 read according to Japanese Wikipedia, Ishikawa Kanmei https://ja.wikipedia.org/wiki/%E7%9F%B3%E6%B2%B3%E5%B9%B9%E6%98%8E
Based on this, the signature here is probably read Kanmei-sei.
