Dear Gabry,
I am just an African-Brazilian student, and based on my reading, the vertical handwritten inscription reads 勝章 and this could be pronounced as "Shōshō" or possibly "Katsushō". It appears to be a gō (an art name).
The red seals are dificult. They seem to correspond to the classical phrases "上書" (Ue/Kami-Sho/Kaku), often interpreted as "Written by," and "謹製" (Kinsei), meaning "Respectfully Produced." Together, they create a formal and respectful way for an artist to sign their work.
