My online research leads me to this:

長谷川小信【美人と刀を持つ男】

which translates to:

Kosin Hasegawa [The Man with a Beauty and a Sword]

Perhaps someone can confirm.

The signature reads 'ōju Konobu sha' (応需 小信写 - on request, pictured by Konobu).

A 'kuchi-e' (woodblock-printed frontispiece illustration) by Hasegawa Konobu III (Hasagawa Sadanobu III, 1881-1963). Early 20th century.

The seal reads 'Kason' (華邨).

Suzuki Kason (鈴木華邨, 1860-1919). He was in the first place a famous painter.
