Would appreciate corrections to my below attempt to transcribe the comments by Takagi Nobutake 高木信威 signing as Seiin 清陰 on Itō Chūta's sketch titled "Germany's Three Billion Mark Tax Increase" (獨逸三十億マルク增税).
舉國蒼生泣阮窮
戰場白骨哭秋風若
使當年鐵公在強秦
末路又無同
右題生民苦塗
炭之圖
清陰信?

I corrected only the penultimate caharacter in the first line.

The entire nation's people weep in hardship and poverty,
On the battlefield, white bones mourn the autumn wind.
If only Iron Duke* were present that year,
