Subject:Calligraphy on footed plate

This plate is in Qianjiang style, late 19th century, I think.
I need help with writing and bottom mark.

鳥語花香
時在己丑之夏
馬氏作
Birds sing and flowers give off fragrance
In the Summer of the Year Earth-Ox (1889)
Made by Master Ma

Bottom mark,
大清同治年制 
Made in the Tongzhi Reign of the Great Qing Dynasty

The Tongzhi Reign lasted from 1862 to 1874, but this is not particularly significant, as the use of previous reign names on ceramics is commonplace in China.
If I read the signature correctly as 馬 (Ma), then it could be Ma Fuxing 馬復興
He was mainly active from the late Guangxu period to the early Republic of China period and was known for his flower and bird porcelain paintings.
However, I cannot find the same reference signature either in the relevant reference works or on the internet.
