介眉 Jiemei
Unfortunately, it is not dated.
However, I found a calligrapher courtesy named Jiemei, who was born in Shanghai and served as a circuit intendant in Zhejiang province during the Qing Dynasty. His name was Wang Zonshou （王宗壽）. His year of birth and death is unknown.
