This print shows a lady doing parquetry and seems to take place in Otsu. But not in the Otsu on lake Biwa!
Can you help me by translating the cartouche?

The inscription does not say "Ōtsu"(大津) but "Daishi"(大師)depicting the Kawasaki Daishi Ferry.

江戸自慢三十六輿
大師河原大森細工
Edo jiman sanjūrokkyō
Daishigawara Ōmori-zaiku

Thirty-six Scenes of Pride of Edo
Daishigawara Ōmori Craftwork

The picture depicts Ōmori straw crafts, a speciality product of the Ōmori area along the Tōkaidō Road (present-day Ōta Ward, Tōkyō). The lady in the picture is weawing objects out of straw against the backdrop of the famous Kawasaki Daishi Ferry.
