The sentence appears to be from classical Chinese poetry or some kind of methaphor, its meaning is rather obscure.

植向人家園表來曉風陟月満離開露痕疑洒重浆満當是天孫擲地X
庚辰夏日 翠雨市隠題

Planted facing the human abode's front,
The morning breeze ascends as the moon is full, departing,
Dew traces suspect to be spilled thick syrup,
Surely it is the heavenly grandson cast upon the earth.

On a Summer Day of the Year of Metal-Dragon (..1880,1940...) Insccription by Suiu Shiin

Upper seal,
翠雨 Suiu
Lower seal,
野 No

Unidentifiable artist
